U.S. Customs and Border Protection (CBP) has announced implementation guidance for Proclamation 10976, “Adjusting Imports of Timber, Lumber, and Their Derivative Products into the United States.” This action expands Section 232 duties to include certain softwood lumber, upholstered wooden furniture, and finished cabinetry products. These additional duties go into effect October 14th, 2025.
Duty Rates by Product Category
1. Softwood Timber and Lumber (Applies to: Imports from all countries)
Additional Duty: 10% ad valorem
Applicable HTSUS Codes: 4403.11.00, 4403.21.01, 4403.22.01, 4403.23.01, 4403.24.01, 4403.25.01, 4403.26.01, 4403.99.01, 4406.11.00, 4406.91.00, 4407.11.00, 4407.12.00, 4407.13.00, 4407.14.00, 4407.19.00
2. Upholstered Wooden Furniture (excluding UK, EU, Japan)
Additional Duty: 25% ad valorem
Applicable HTSUS Codes: 9401.61.4011, 9401.61.4031, 9401.61.6011, 9401.61.6031
3. Completed Kitchen Cabinets, Vanities, and Parts (excluding UK, EU, Japan)
Additional Duty: 25% ad valorem
Applicable HTSUS Codes: 9403.40.9060, 9403.60.8093, 9403.91.0080
Exemptions and Country-Specific Rates
- Automobile Parts: If subject to Section 232 auto duties, timber/lumber duties do not apply.
- IEEPA Tariff Exceptions: Products covered under Proclamation 10976 are exempt from additional tariffs imposed by Executive Order targeting Canada, Mexico, Brazil, India, and Reciprocal tariffs.
- Country-Specific Rates: UK: 10% (9903.76.20) – Japan: 15% (9903.76.21) – EU: 15% (9903.76.22)
